Summary
In 2016, Eduard Klein, Adrian Gschwend and Alessia C. Neuroni developed a methodology for publishing Linked Open Data based on the Fusepool P3 project. They consider technical tasks alongside requirements, stakeholders and the skills needed.
The process spans stakeholder and use-case analysis, data identification and modelling, transformation configuration and processing. Examples involving archives, libraries and an event application illustrate the effort and expertise required. The methodology aims to make project experience transferable and support more realistic planning. The paper concerns the publication of open data.
